Work packages

X_HeERO focuses on preparing Public Safety Answering Points (PSAPs) in EU member states for the upcoming implementation of Next Generation (NG) eCall, and addresses key challenges in the eCall system. 

Work package 1: 
Study for an upgrade of PSAP for NG eCall

  • Upgrading the necessary PSAP infrastructure (handware installation and software implementation) to receive NG eCall in addition to in-band eCall 

  • Boosting Member States investment in the PSAP infrastructure and interoperability of the service within the roadmap of NG eCall introduction (expected end of 2025/ regulation fixed by April 2024)

  • Ensuring that the EU requirements for conformity are observed 

Work package 2: 
eCall for vulnerable road users and autonomous vehicles

  • Analysing state of the art, stakeholder needs and requirements 

  • Prototype development and interfacing to existing information sources 

  • Development of costs-benefit analysis for each of the specific user groups and autonomous vehicles

  • Recommendations for amending legislation and next steps towards eCall implementation

Work package 3: 
PSAP data integration

  • Exploring current status of data exchange between 112 PSAP at national and international level

  • Exploring current status of data exchange between 112 PSAP and Third-Party Services

  • Defining and implementing a protocol for common data exchange based on existing standards and the results of the SoA analysis

  • Investigating weaknesses in the data transmission chain with regard to technology and proposing mitigation techniques/approaches to manage and minimise the risks for security and integrity of eCall data

Work package 4:
Recommendations for non-participating countries and associated commercial partners concerning eCall

  • creating the external expert category to member states and commercial entities 

  • sharing the experience of X_HeERO and the preceding eCall activities with member states and commercial entities who are not X_HeERO partners 

  • political collaboration and reactivating existing membership groups
